Thinking about this more logically...

what a waste of time waiting for them to rid themselves of old clothes at their local branch of Oxfam, or the recycling centre behind the Co-op that always seems to stink of piss.

Why not remove assorted garments from the washing line in alleged stalker's garden, then several days or indeed months later, hang the stolen garments back up on their washing line again whilst their out getting refills for their four colour Bic biro.
