If I can attempt to introduce a note of rational thought into this debate

I think that what Brom is trying to say is that the public sector wage bill is rather inflated with people employed to do silly non-jobs as bureaucrats, because the government would rather spend the money on that than have them unemployed. He is thus equating this form of "employment" with government hand-outs. He's not saying that ALL state sector workers have no worthwhile employment.
