I think they have left enough space for say an ambulance to

park between the picth and the hotel in case someone keels over through shock of City winning again!

Seriously even if we had an infill between the Barclay and the Jarrold stand i couldn't see the local Bill allowing much of that use of that stand as it would be between the Barclay and the visitors. So why waste money on building a stand you cant really use.
Much better for an upper tier to go on the G. Watling (aka City) stand.
