I agree, and I also suspect that someone a bit more forceful

would have got more money out of the board earlier. EG would have banged the table in the summer we were promoted and said "I need a target man; Gary Doherty is just not what I want even though he's cheap; give me the money to buy Dean Ashton, who is the player I really really want"
