Slightly ridiculous idea IMO......

You appoint the manager to deal with the team. Then you say that you'll scrutinise the transfer to see if they are value for money.

Who is better placed to judge that? The footballing side or the business side?

I, for one, would be very suspect about, for example, Michael Foulger having a say in such things. He might know chickens and business well but, in general, I'd pick the footballing side to be the better judge of a footballer's worth to the club.

What the board should do is decide the amount available to the manager and then pass the responsibility to those appointed to do such a job.
