He has publicly stated that he *would* be interested in managing the right championship club.

We would probably be ideal if he was serious.

He may well feel he's on a hiding to nothing taking over a troubled prem club and doesn't reckon he'll get anything better than the charlton job. So better to step down and be a hero again than wreck his reputation by struggling at Man City or the like.
