I do find it strange that a 4'1" 13 year old is perfectly allowed to

get strangled by a seatbelt whereas a 4'5" 12 year old is not.

And you are exempt from the ruling if you don't have space for the booster seat or if you are in a rush. For me that sends out the message that it's not that important anyway.
