what i don't understand

is why when someone I had issued instructions on how to do their job, failed to follow them.
The issue about the quality of my instructions was raised. Strangely my defence of "when they got on the phones they didn't do what I'd asked of them" was largely ignored.
I've had to improve how said instructions are delivered, and have better checks that they have been understood, and will be followed.
I just don't get it.
