Get off his arse and find another supplier.

Turn the bussiness around and stop whinging and constantly blaming his staff for poor results.

Particularly bearing in mind the restuarant is full to the brim every week with customers knowing the food used to be pretty good and hoping the old days will return.

To coin a phrase.

If you can't stand the heat get out of the Kitchen!
