but who initiated it?

if a forwards drags his feet on the ground to deliberately make sure there is contact (I haven't seen the Giggs one but I have seen Van Persie's, which comes into this category) it definitely shouldn't be a penalty. Really pi**es me off that - its as bad as a dive with no contact whatsoever.
