He says Premiership clubs arent letting players go on loan...

So how can he explain the likes Birmingham raiding half of the Arsenal youth and reserve squads? What players is he looking at? During pre-season he said clubs didnt want to let players go until they had done there own business, fair enough, then it was clubs are waiting to look at players form at the start of the season....Whats the reason now? When will players be available?
