Yes, Minister

An episode once pointed out that it was quite strange that two relatively minor provincial cities, Oxford and Cambridge had Motorways leading straight to them.
The reason given was that top Civil Servants tended to be Oxbridge graduates who were frequently invited back to their Alma Mater's for dinner. Thus it was in their interest that there be good roads to these destinations.
The problem then, is that not enough top Civil Servants went to UEA.
