What has trying to establish the right blend of nations, to be fair to both development and quality agendas, got to do with allowing Uruguay to take part every time because they won it 1930 and 1950?

It just feels like you're taking the piss a little here and I'm not quite sure what the point is, other than to be a little contrary.
