The golden rule is to warm the vessel in which you are making the tea with boiling water, then reboil the kettle so that the water is only just off the boil when you pour it into the mug/teapot.
Mug + tebag = water first, milk second (yes you might scald the milk, but that's better than putting the water you've just boiled into cold milk)
Teapot = milk first, tea second - this way you won't scald the milk.
