it isn't acceptable. And it hasn't been acceptable for decades so no-one has any excuse whatsoever.

So the only course of action is to demonstrate this fact by handing out punitive sentences to those caught doing it.

The fact that a lot of people in Norfolk might be racist doesn't make it somehow acceptable. A lot of Germans in the 30s probably thought it was OK to kill Jews.
