Re ball tampering

Before a couple of recent one day games, just as the opening bowler has been about the bowl with the new ball, Ronnie Irani has been seen on TV running his finger nail down each side of the seam, presumably to raise its prominence and provide extra movement off the pitch.

None of the commentators said a word.

Is it because this is legal? Or is it because it's good old Ronnie and better to keep it quiet in case we cause a rumpus?
