normally when a ball is changed, though, it is because of incidental damage, not deliberate tampering.

The question now is - are they going to fine/suspend anyone for ball-tampering? If they don't it will make their claim that they've seen something look pretty hollow. They have to say what they saw, which must involve who they saw.
