the 96.6% is for at least an 'E', which in real terms is as good as a fail, and is hardly difficult to achieve. 'C' should really be seen as the 'pass' grade I'd have thought, and I suspect the % for those who get C or above is more realistic.

From what I remember from my school, I'm not so sure it's the exams getting ridiculously easier, more the students getting brighter/better at exams. The years below mine were certainly a bunch of swots compared to us.
