Finance For Jarrold Stand mentioned twice?

Reading ND message, he states that the Jarrold stand cost more with the internal fixtures and fittings, however he also states that this is now included in the restructured long term debt.

If this is the case then it cannot be included as an outgoing and this amount should be available?
