are showing your naivety. The USSR was, post Lenin, a regime as corrupted as much Captialism. However, the USSR was not a Communist country - it was 'socialism within one country' which progressively turned into a rather authoritarian and racial dictatorship. This was followed by a gradual movement away from this and towards Captialism. Not once did the majority have any control.
