Tough call

At a push I would say it's a toss up between Spinal Tap and The Big Lebowski. Tap probably edges it as it's still funny after all these years.

Having said that I remember being in tears after the first 20-minutes of the South Park movie. Apparantly the Borat movie is meant to be bloody funny from beginning to end
