Am I missing something about Jarvis: why hasn't he been given a run in the side?

I'm a five to ten match a season man due to my location but I always seem to attend the odd match where Ryan Jarvis gets a game.

He always looks the part to me, so why this, seemingly, desparate chase for a target man? Surely the answer is to give Jarvis a go with Thorne or another as back up?
