altho I'd say that since Brown invented these fiscal rules himself, it would be irreversibly damaging for him if he were to abandon them.

I actually sort of agree with prags on this. One way or another, the tax take will have to rise so that he doesn't break his own rules.
but Brown is saying it's going to happen naturally as the economy grows. and he has been right before when most others have been wrong....
