PM: Steve in Holland

There is an exemption from the Club Developed Player requirement where a club has transferred at least two Club Developed Players for a qualifying fee/compensation, provided that each player is 24 or under on 1 January of the season and, at the time of the match, is registered with a club in the same division or higher.

I think NCFC qualifies for the exemption this season because of Rowe, Kamara and Omabamidele, not exactly sure how it applies to players playing abroad, but would be mad if it didn’t. I guess the other player that could count is Matos?
