I’ve worked on local government reviews in Norfolk since 1997. Every single one has resulted in either “no change” or has never come to a conclusion either way- some abandoned after great public expense for either political or legal reasons. Very frustrating for all involved.
For what it’s worth, I think the Govt will check the process is ok legally and then revise the decision to a Unitary Norfolk model. If devolution is a central plank of the agenda then the local authorities need to be robust enough ie big enough to assume additional responsibilities.
We’ll see. Again!
