It's a very bold assumption that they did nothing or even enabled whatever went on.

Whole thing is tragic and awful from every angle, for the people gazumped by his rise, for those taken in, for those who didn't ask the questions, for those who were in systems that made it hard for them to, to those (worthy) people whose credentials are now being questioned in collateral damage and for the guy who lost his life and those closest to him.
