I think you could be right. With your first proposal go way beyond what you actually want

so when you make a second proposal (which is your actual target) it seems so much more reasonable that it is more accepted.
Hopefully all of his behaviour recently is so bad that instead of getting the chance to make a second proposal this proves to be the straw that broke the camels back
