not sure about that but......

did you see that drama "dirty Business " about south west water (I think) although alot of scenes used poetic licence to make the point , the one were the environmental agency told them to mark their own homework to me was the most telling

the whole system of delivering water and taking away waste needs sorting out from top to bottom led by government but not necessarily nationalizing it
