He’s reporting where Argentina’s pelanty rate sits versus the spread in the data

Calculate the rate for everyone. Calculate the mean and the standard deviation of all those rates for all countries in the sample.

Question: where does Argentina’s rate sit versus the mean (average of all countries)? Answer: around 2.5 standard deviations above the mean. They get a lot of pelanties.

If the data is normal (most data is or is close enough) then this means you’d expect that to happen just 1% of the time. So - statistically - this looks dodgy.
