FIFA has 222 national associations, of which probably one third

are wholly reliant on FIFA's cash handouts.

Unless UEFA promises to pay these [smaller] nations more than the 8m p.a. they currently get why should they leave the current set-up?

And before you say it would be good for the bigger nations, look at how ridiculously unbalanced world cricket is.
