I think it's an interesting parallel with VAR - I'd get rid of that as well as I don't think it works well enough to justify the level of intrusion on the flow of the game, but there was at least some demand for it.
There has never been any demand to turn football into quarters and even the USA fans last night were booing it. It's another thing that (deliberately or not) benefits the bigger sides - in this case, because they can pay for better coaches who get two more chances to rectify things - and I hope we don't see it again.
In practice, I think we'll see it at every World Cup (which will almost always be played in 30c+ heat in future, and offer the most ad revenue) but otherwise not.
