I don't disagree that's what he did. Just that those are usually given

Striker and keeper both go for the ball, striker gets there first, then any kind of contact and the ref gives a penalty. Whereas as you say, in this case the ref is saying - striker wasn't trying to go after the ball once he'd pushed it past the keeper. That's a different interpretation to the one we normally get.
