We're on our way to this here too.
Was in that London and bought drinks at a pub at the bar - not only London prices (which expected) but also a 20% "service charge" for the act of pouring the drink!
In the US certain tips are untaxable so more a tax avoidance issue than wanting to be paid for good service.
