Could of course be AI bollocks but never seen it mentioned a country can’t rest players. Would be pretty ridiculous to force us to use certain players tbh

Squad Eligibility: Any player selected from the officially submitted 26-man tournament squad is legally eligible to play.

No Integrity Penalties: If a country wins its first two group stage matches and secures qualification to the knockout rounds, the manager is permitted to rest the entire starting eleven for the final group match. FIFA does not dictate tactical choices or selection strength at the international level
