I do agree with you

The number of neets is getting ridiculous now and has increased along with the number of diagnoses for ADHD, anxiety etc.

Of course declining opportunities are also a factor in the number of young people out of work and probably what some people will use to explain it all. I don’t disagree that more can be done to help young people into work and that also includes not making it so easy to stay out of work.
