Motability is such a red herring

Your ex MIL either had a hidden disability you weren't aware of, or had made a fraudulent benefits claim. Tackle *that* issue.

What people with genuine disability claims spend their DLA on - whether its motability or weed - is down to them. Scrapping motability wouldn't reduce the underlying DLA costs as it gets paid out regardless. Need to root out the frauds instead - hope you reported her.
