My plan is to have a tax free allowance on turnover for hospitality venues.

In this way it really favours the small, local independent pubs and restaurants. Like the PAYE threshold. Say the first £50k of turnover at zero or reduced vat and then stepped up.
Also to insist that all businesses such as takeaways accept card payments as well as cash, as we all know that many cash only businesses don’t declare a lot of turnover. (Red tin any one?)
