Driving in the UK?

Why do so many people drive under the speed limits in the UK.
You get a few BMW type drivers who like to speed but many drive at 55-65 in a 70

It's just so strange.
In the US most drivers, drive either just over or way over the speed limits.
As an example in the US if the speed limit is 70, setting your cruise at 74-75 you will never get pulled over.
A lot of states are now looking at increasing speed limits.
