Ah - I know the answer

because I cheated and asked AI repeatedly until it stopped giving me rubbish answers (like Rosario is English and Cordoba is Panamanian. England played Panama at the 2018 world cup), and eventually came up with what must be the right answer.

I won't spoil it for others. Good question, I never would have got it.
