(1) Cheating during the play offs - I can't see how anything other than expulsion is merited, otherwise you are not disincentivising it. For the financial rewards, you'd look for an edge and if the penalty is only a few points, why not?
(2) Cheating during the season. For which the penalty doesn't seem draconian? It's only 2 points per admitted offence. Arguably it should be losing any points earned in the relevant game PLUS a significant penalty on top.
You either want to disincentivise cheating, or just make it a calculated gamble.
Nothing about these penalties seems unduly harsh to me. I'd have gone much further.
