My guess is, they didn’t know they had evidence

As they didn’t expect anyone to breach such a clear rule.

Once Boro caught them red handed, clubs then looked back at the security tapes, and found hard evidence of spying. If Boro hadn’t caught them, they wouldn’t have looked and would have never realised either.
