atm refs are being told they have to give it if the arm is 'an unnatural position' - regardless of any intent. Hence loads of stupid penalties being given.

This would take it back to try to use the rule for what it was meant for. Yes there'd be disagreement. But you'd no longer be making loads of stupid decisions for the sake of (erroneous) 'consistency'.
