Don’t understand what is so difficult and the problem

is referring. Holding and shirt pulling are fouls. For some reason referees feel they should suddenly ignore both in favour of those dastardly deeds like taking shirts off after a goal is scored. So simply go back to the rules. Award a free kick or penalty for grabbing shirts and wrapping arms round a player and it’ll stop. I’m not certain when both offences stopped being fouls.
