Its a combination of things. The VAT is the final straw for many because

It has reduced potential pupil numbers/demand at a time when other costs have gone up.

But the business rates and (especially) the employers NI are equally if not more significant. Hundreds of thousand/millions of extra cost a year whilst at the same time the VAT and costs of living situation is decreasing the pool of potential pupils.

Most private schools (not the big ones that are always focused on) were operating on a not much more than break even basis to keep fees down as much as possible.
