But it's a contact sport played by big strong physically fit men - if the slightest inconsequential touch counts as a foul, then the game is diminished, and people will more easily and more often cheat - the distinction between a foul and a complete non event becomes too fine to police. If you have to throw yourself to the ground because otherwise the event was without any noticeable or real consequences, then I think you're veery obviously cheating, and it ought not be treated as a foul.
