Hearts being screwed by SPFL?

Apparently the top team at the split is usually at home on last game of the season. This explanation from BBC makes no sense:

The SPFL explained that Hearts are away on the final day because it was unable to have both Glasgow or Edinburgh sides play at home on the final two fixture dates, as they all kick-off at the same time, and not to have a city derby on the final day.

The penultimate game day has Hearts at home so why could they not have switched it with that? Final day games would then have been:

"Hearts versus Falkirk

Motherwell versus Celtic

Rangers versus Hibernian"

What am I missing?!
