No, it's purely mental

It's like golfers - Monty in the US Open, Mickelson and Woods in the Ryder Cup. You can't possibly accuse those guys of a lack of basic skill. But they are human beings and the pressure gets to them and they screw up shots that they have played successfully thousands of times, just because THIS TIME it actually really matters.

Just the same with our penalties. Lampard, Gerrard etc - penalty in some Prem game against Fulham - care free, net bulges.
