If he's not lying, then absolutely not arrogant. If the work history shows significant

tenures at respectable companies then I would assume he is capable, but of course that's what references are for.

A CV is your advert for gaining employment suited to your knowledge, ability an experience. What he states is not a boast, but a summary of his experience to back that up, and everything mentioned is relevant.

Bit of a strange question I think.
