If they are actually impeded, yes

but a lot of the time, they really aren't. You've got 6ft tall super-strong athletes falling over from the merest brush, which is a nonsense.

Although defenders should know by now to keep their hands to themselves, especially if the attacker isn't in a goalscoring position.
