I can totally understand that while all that change is going on they’d like a calm, experienced steady manager in place to keep the first team ticking along.
I’m sure by the time they settle everything around the club they’ll make a new appointment at manager. Get him in now so players know him and have someone to talk to in the break, and the same for new staff around the club as they come in. Someone to consult on the changes they’re making too.
They’re not going up or down so perfect time to do it.
